The storefront Mom and Tots Neighborhood Center - a remarkable experiment in community health care - was founded by a diminutive registered nurse named Nancy Milio. It was run by and for the people of inner-city Detroit. During the riots of the late 1960s, buildings on both sides of it were fired and gutted. The Center was untouched.
